Procurement, Tendering, Evaluation and Administration of Contracts


Procurement of equipment and consulting services for projects require careful attention to all phases of the procurement cycle; i.e. preparation of specifications/Terms of Reference and Tender Documents, incl. transparent evaluation criteria, pre-qualification of suppliers/consultants, floating and evaluation of tenders, contract negotiations, delivery of equipment and services and contract administration. Selected short-term assignments undertaken by Dan Marine include:

Vietnam:

Support to Danida's Tender Committee for execution of a Design & Supervision Tender for construction of New ferries for Ferry Project Phase 2 in the Mekong Delta.Objective: To carry out pre-qualification, floating and evaluation of Tenders, contract negotiations and execution of contracts based in compliance with Danida's standard tender procedures. Scope of work: Preparation of Prequalification documents, Prequalification Evaluation Report, Terms of Reference, Tender Dossier, Tender Evaluation Report and Contract Documents. Also, Team Leader on site visit for Danish bidders to Vietnam and participation in contract negotiations. Total input: 1,75 man-months

Bangladesh:

Two separate assignments as Secretary to Danida Tender Committees for preparation and evaluation of 2 Danida Design & Supervision Tenders for:

- Rehabilitation of Ro-Ro Ferries and Landing Facilities for Bangladesh Inland Water Transport Corporation, and

- Rehabilitation of Roads and Highways Department Ferries in Patuakhali and Barguna Districts.

Objective: To carry out pre-qualification, floating and evaluation of Tenders, contract negotiations and execution of contracts in compliance with Danida's standard procedures. The work included preparation of Prequalification documents, Prequalification Evaluation Report, Terms of Reference, Tender Dossier, Tender Evaluation Report and Contract Documents. Also, Team Leader on two site visits for Danish bidders to Bangladesh and participation in contract negotiations. Total input: 3,45 man-months.


Zimbabwe:

Project Manager for a 3-year Danida-assignment as Purchasing Agent, acting on behalf of 8 private Small-Scale Contractors working under contract with the Department of State Roads, Zimbabwe. Scope of work: Preparation of competitive tender documents for road construction equipment, valued at approximately Zim$ 16 mio, floating of tenders, bid evaluation, placing of orders, delivery arrangements and, with the assistance of two part-time Zimbabwean sub-consultants, maintenance, insurance and warranty issues, operator training, and ad-hoc technical support for a period of 24 months.
